Excessive regulation is leading some businesses to not thrive as well as they could, a new study from the Local Better Regulation Office (LBRO) shows. The Business Perceptions Survey 2010 found that more than half of companies are stifled by red tape, while one in six identified abiding by regulations as their biggest challenge.
A quarter of the 2,000 firms questioned revealed that they employ at least one person in their organisation to deal with locally-enforced regulation. Clive Davenport, Policy Chairman for Trade and Industry at the Federation of Small Businesses, said: "Firms with few employees face considerable pressure on their time and resources, and are in no position to deal with overly complex administration. Red tape is like an additional tax."
Mr Davenport emphasised that in many cases, locally enforced regulations are crucial, such as those relating to health and safety, consumer protection, food hygiene and fire safety. However, he acknowledged that the ways in which these are implemented is as important as the rules themselves.
