Is enough done to stop libel tourism in the UK?

The Speech Act, which is designed to stop "libel tourism" in the US, has proceeded to Congress, raising the question of whether similar measures should be implemented in the UK. The practice of "libel tourism" means finding a jurisdiction to file a libel suit which is likely to yield more favourable results.
In a Guardian blog piece, Siobhain Butterworth said London is one of the top destinations for a "libel tourist shopping around for a claimant-friendly forum". Lord Lester's defamation bill this month has its second reading in the House of Lords, but even he described the problem as "greatly exaggerated".
Meanwhile, Lord McNally announced a wide-ranging consultation on libel reform this summer, which will review the perception that London has become a base of operations for claimants. "We are worried about the so-called 'chilling' effect and are keen to give careful consideration to ideas for improvements that could be made to address libel tourism," he said.
